Arsenal’s summer budget definitely hinges on where they finish in the table, without a doubt. If they cannot qualify for Champions League via the Premier League table, they must win the Europa League to not only qualify for the competition, but bring in additional funds for the summer transfer window.
Arsenal spent £70m last summer without Champions league football.

Now this is the budget before potential sales of current players (Looking at you, Shkodran). I do not feel any particular Arsenal players are untouchable when it comes to potential sales this summer, 75 million is not exactly a war chest in today’s market and I firmly believe significant upgrades are needed to strengthen the first team squad.
A Ramsey replacement is the obvious need to fill, along with potentially a left back, center back, backup keeper, and a wide player. Arsenal also have to consider their homegrown situation with the losses of Ramsey and Welbeck (out of contract), along with bringing youth or loanee players back into the fold.
My top three potential players to be sold this summer:
1.) Shkodran Mustafi
2.) Mohamed Elneny
3.) Henrikh Mhkitaryan
According to TransferMarkt, Arsenal have 5 players who are on expiring contracts this season. Welbeck, Nacho, Lichtsteiner, Jenkinson and Suarez (loan). It is rumored that Arsenal are working on a 1 year extension with Nacho.
