A quick look at the linked story reveals the following quote from the man himself:
"I am still an Arsenal fan, I will return one day and playing in the Premier League again would be very enjoyable," Eboue said following Galatasaray's pre-season friendly against Notts County.
"I still love Arsenal and really believe in them this season.
"I feel Wenger will win silverware this season, he is a great manager and has a strong team however, I think he needs to strengthen his side a bit more with a few more signings."-- Source: Turkish-Football.com
Let's break these quotes down into tiny pieces and scrutinize them, because that's what one does with a transfer rumor:
"I am still an Arsenal fan, I will return one day" -- he doesn't say in what capacity, and he doesn't use the more authoritative auxiliary verb form "shall", but this seems pretty definite to me.
"Playing in the Premier League again would be very enjoyable" -- other enjoyable things include spying on other team's tactics, drinking a super cold root beer on a hot day, and practicing the drums, all things I bet Eboue does, so he could therefore also do a return to the Premier League, because dignity demands it.
"I still love Arsenal" -- lead-pipe lock, here.
"I think he needs to strengthen his side a bit more with a few more signings" -- "...for instance, one that rhymes with Premmanuel Zeboue, and that's not tapping up, because I didn't say my own name".
Arsenal, for their part, have zero need for Eboue at this point in time, unless he can magically play left back well all of a sudden. It would be a tremendous waste of energy, time, and wages. So why am I writing about this, you ask? Because it's Emmanuel Eboue.
