Leyton Orient chairman Barry Hearn wants clubs to be demoted two divisions for going into administration. The sports promoter does not feel the current points deduction penalties are sufficient to deter clubs from "cheating" by overspending on players. Hearn intends to raise the issue at a meeting of Football League chairman next month.
